both are good, moonveil is a little more unique. Rivers of blood is good but if you want it it's tad a pure bleed weapon there are better bleeding options. RoB is easily better post patch. Flip a coin, heads for river of blood, tails for moonveil.

It's debatable whether Rivers of Blood is better than Moonveil, but there's an argument to be made for why this is currently the best Katana in Elden Ring, and overall one of the best weapons in the game in spite of the recent nerfs.

When infusing a weapon with any of the below Blood Ashes of War, bear in mind that once a weapon has the Blood affinity, it will then scale using Arcane primarily. All other scaling types will be decreased!

It's not that it doesnt scale, what they fixed was the damage scaling mainly. So now theres a "+*insert number*" instead of just the weapon's base damage. Arcane scaling means that increasing arcane also increases weapon damage.
